¶1. (C) Summary. Kalonzo Musyoka, one of the three principal presidential candidates, recently laid out to the Ambassador his campaign strategy and views on the upcoming elections. The bottom line is that Musyoka realizes he has no chance to win the election this round and sees his campaign as a prelude to running again for president in 2012 — but at that time with support of the dominant Kikuyu community. This means that Musyoka will support President Kibaki if it looks like he will win the election and be prepared to tilt the balance after the election through participation in a coalition government. End summary.
¶2. (U) At a private lunch with the Ambassador recently, Kalonzo Musyoka, one of the three principal presidential candidates (representing the Orange Democratic Movement of Kenya – ODM-K), discussed his campaign and the upcoming elections.
¶3. (C) Musyoka, who has consistently polled in either single digits or barely above that, opened with his version of the “hail mary pass.” Musyoka expressed concerns about the health of President Kibaki and the negative impact on the electoral process should Kibaki experience a health crisis before the elections. Musyoka seriously suggested that President Bush should call Kibaki to urge him to step aside. If Kibaki were to pull out, Musyoka contended, he would receive much of the support Kibaki had received (based on the traditional close ties between Kibaki’s Kikuyu community and Musyoka’s much smaller Kamba community).
¶4. (C) The Ambassador pressed Musyoka on his strategy for the electoral campaign. Musyoka offered nothing concrete, instead focusing on a litany of complaints about Kibaki and the other main presidential aspirant, Raila Odinga (ODM). He claimed that, if elected, Odinga would become “another Chavez” because he was heavily influenced by socialism during his studies as a teenager in East Germany. He also argued that the election of Odinga would lead to substantial instability fomented by Kibaki’s ethnic Kikuyu supporters. The youth, Musyoka said, believe that an Odinga victory would be a “revolution” (in the sense of dramatic action against corruption and improvement in social services and other areas) and will be impatient for results. Musyoka condemned Odinga’s rumored secret deal with the Muslim community not to support strong anti-terrorism measures if he were elected. Musyoka also echoed the claims of many others that Odinga’s touting of “majimbo-ism” is irresponsible and dangerous because it is fanning tribalist sentiments. (Note: In its populist version, Majimbo-ism means extreme federalism verging on local autonomy with ethnic exclusivism. Musyoka is campaigning on a platform of “economic Majimbo,” emphasizing fair distribution of national resources, but not outright federalism. Kibaki has publicly opposed majimbo, arguing instead for a strong central government, but with additional resources made available to the regions for local priorities (soft devolution). END Note.)
¶5. (C) As the conversation developed, it became clear that Musyoka sees himself in the pivotal role of spoiler/kingmaker. Having broken with Odinga on bitter terms, he sees no possibility of working with him. He will focus on trying to beat Odinga in critical Rift Valley Province. He believes that historic ties between the Rift Valley’s Kalenjin community and his Kamba community will enable him to do so. (Note: Former President Moi’s armed forces chief of staff, a Kamba, was instrumental in helping Moi, a Kalenjin, put down the 1982 attempted coup which Odinga reportedly supported. End Note.)
¶6. (C) On the other hand, “Kibaki will need to form a coalition government if he is elected, and I am ready to participate,” Musyoka declared. He then stated flatly that Kenya would clearly be better off with Kibaki for another five-year term, than with Odinga, as President. Asked the possibility of switching to support Kibaki before the elections, Musyoka replied that doing so would amount to political suicide for him, a verdict we have heard from others as well. However, when the Ambassador raised the hypothetical scenario of Kibaki offering Musyoka the promise of the vice president’s slot if elected, Musyoka did not deny that this could influence him to shift to support of Kibaki before the elections. (Note: While Musyoka can declare support for Kibaki at any time, he can only formally switch sides before November 15, though this date has been postponed once and may be again. By this date, each party must turn in its presidential nomination papers to the Electoral Commission in preparation for the printing of the ballots. End Note.)
¶7. (C) Discussing a possible alliance with Kibaki led to Musyoka’s elaborating on his future political prospects. Musyoka, who is 56, conceded that he is also focused on mounting a presidential campaign for the 2012 elections. He said that the heir apparent of the Kikuyu community – Uhuru Kenyatta – has tentatively agreed to run as Vice President on a 2012 Musyoka ticket. (Comment: Obtaining this sort of Kikuyu support for 2012 would require Musyoka to be supportive of Kibaki now – switching support before the election, or tilting the balance in a coalition government following the elections. If Kenyatta has truly agreed to serve as Musyoka’s running mate in 2012, this would be due to a calculation that the majority of the Kenyan electorate would not accept a Kikuyu President (Kibaki) being followed immediately by another Kikuyu President (Kenyatta), requiring Kenyatta to bide his time during a Musyoka interregnum. ¶8. (C) Comment. Though Musyoka presents himself as a born-again Christian with the purest of political intentions, keen observers see Musyoka as largely an opportunist interested primarily in advancing his political ambitions. Musyoka served under Moi and Kibaki in ministerial positions. The traditionally close KikuyuKamba relationship and his antipathy towards Odinga make almost inevitable some sort of accommodation with the Kibaki camp. How Musyoka calibrates that will depend on his reading of Kibaki’s prospects for re- election. He could still choose to shift support to Kibaki before the ballots are printed, probably ensuring a Kibaki win, but there remains very little time for him to do so. He could stay in the race, but modulate his campaign to position himself to support a coalition government if it looks like Kibaki will win, but without a stable parliamentary majority. On the other hand, he could maintain a staunchly independent campaign and go down to honorable defeat (and stay alive for 2012) if it looks like Kibaki will lose. Though Musyoka is polished and glib, some astute observers consider him an intellectual lightweight. Thus far he has not presented a credible national political agenda.

Anyway, Kalonzo has always been an opportunist right from the time he won his first parliamentary seat through a by-election.
His current so-called shuttle diplomacy is another “Hail Mary Pass” to win the Kalenjin and Kikuyu votes later because he wants to be seen as sympathetic to both Ruto and Uhuru who face The Hague. However, the truth is they know him as a traitor and have already mentioned it in public.
People in Kalonzo’s constituency suffer from severe hunger while he shuttles wasting millions of the taxpayer cash to postpone the ICC from taking their criminals.
I like the Muzungu assessment of Kalonzo’s stupidity, showing that our African politicians go kneeling before white diplomats thinking they can be friendly to them. They only see them as fools with nothing to offer the country but corruption and self gain. I like this coming out a year before 2012 because we know what type of leaders we have lined up for the next 10 years of (mis)rule. There is enough time to filter them out and get the right candidates to lead.

Kenyans,you think this guy is development conscious? Just visit his constituency,from Mwingi to his rural home in Tseikulu,the word tarmac is a vocabulary yet the guy has been around for 20 years.Wonder why his 20 yr celebration was done in Mwingi town? The last time I was there electricity was a dream there. Dow we really need any debate as to whether Kalonzo stands for anything? He is neither here nor there and lives in the backward days of the politics of patronage. Did you see his most classic the other day – “the President’s intentions are never questioned!” and you think such a person can lead Kenya under the new constitution? The bitterness against Raila is doing him more harm than good. As a christian he should know that yesterday, forgive RAO and move on without buggages.
The talk of a revolution in kenya should Raila take over is just hot air. The only revolution is change of the government positions to his tribesmen and his cronies just like Kibaki did after moi. The evidence is there for all to see by the appointment he has done on his “half loaf”
We all knew this. I am still glad it came out so that the those still following the tribal KKK alliance can see the light. Musyoka is a bad strategist too. If he would have stuck with Odinga, he would have be a much stronger VP since the pair would have won easily and thus no need for a coalition government. In addition, a clean win in the election would have prevented the violence that erupted in Kenya after the result announcement in 2007.
Need more evidence? the VP is an intellectual lightweight bereft of strategy and foresight. He is doomed politically but he probably does not see that. It would require the possession of keener intellect for him to become self-aware. A not very clever opportunist is a sorry sight to behold!
So Kalonzo was oppossed to a Raila’s presidency because “it would lead to accelerated reforms including action against corruption and improved standards of living”. I find this both shocking and unbelievable because this is the kind of leader Kenya needs now. This suggests that he has no interests of the common mwananchi at heart but his selfish own, rather. If indeed this is the truth, shame on the VP.
Those dismissing this leaks. Ask yourself, why would Ranneberger create lies about these people? what would he probably gain by such an action? Remember we wouldn’t know about this if it were not for wikileaks. Assange should be given the Nobel peace prize for revaling the truth!

But will ruto live to enjoy the fruits of such a marriage if indeed that electoral machine manages to send them to SH? I doubt it. Infact I can bet they will frustrate him mpaka he will begin to throw tantrums and even walk out.

Who will give justice to the other PEV victims jomo jnr and his band of Army Generals (Njoroge and Njoroge – no relations) and Mungiki murdered in an inferno in Naivasha?
Who will give justice to those shot by Ali and Muthaura police in ODM zones?

This is a huge one and once again it all revolves around Kibaki’s wife, Mary Wambui. That means the investigation will go nowhere. Mary Wambui is pretty much the unofficial president of Kenya. She will meet her fate one day but this is a joke of an investigation as usual. But Kabila is pissed. He had the strangest meeting with Kibaki. He came from the airport straight to Harambee House they had over two hour meeting and he left straight. No formalities no nothing. You can bet Kabila knows Kibaki’s wife has robbed him and he is mad like hell.
As usual Wambui’s thugs kill cops doing investigations any time they want and nobody can say anything. They chomoad that CID commissioner bila problem. What is going to kill them is that some cops tired of their colleagues being killed are going to talk. Little wonder Kibaki is so terrified of his sucession. But two things are quite telling in that video. One is the sheer hopelessness one sees in the faces of Kalonzo, Kosgei and their little clay foot king, William Ruto. They seem to know they are going nowhere. Good.
But I would also want to ask this: Why is the crew addressing mainly school kids who seem to make the most part of of the crowd? Where is the adult population of voters in all these?
Lele Msanifu thanks a lot for the links on the “Tomorrow will come” video because many Kenyans from my Gema community are in denial about the systematic killings of the Kikuyu by the Kalenjin during the PEV. In return, the Kikuyu through the Mungiki and sponsored by Uhuru Kenyatta as now confirmed by Ocampo, went on revenge killings of the Luo, mainly in Naivasha. UHURU REMAINS A KEY SUSPECT UNTIL CONFRIRMED GUILTY WITH CONCRETE EVIDENCE.
The saddest thing is that majority Kikuyu and Kalenjin do not want to accept the technical selection of these names. It is about who pushed or forced what to result in the PEV.
Kibaki’s promotion of the current SHUTTLE diplomacy means he is panicking about Muthaura revealing the truth since he has been mentioned as part of the Ocampo SIX. This is big as many Kikuyu members hate Maina Kiai for telling the truth. Since 2008 he has been in Stockholm twice, but then many Kikuyus have remained in denial because of his criticism of our Kikuyu hegemony, and have never attended his seminars.
It is better for our people to starve in IDP camps but Uhuru can own 500,000 acres of land and wish to be the next president and continue letting Kikuyu be poor, as long as we have a Kikuyu president. This is how unfortunately we GEMA majority think.
I am sad writing this because Uhuru is misleading the Kikuyu to think that he can work with Ruto who led the killing of Kikuyus while he also holds huge land and not helping his Central people just as his father Kenyatta did not!!!!

I now have credible information that Kenyans in the East Coast of USA, are planning to stage a peaceful protest against Vice President Kalonzo Musyoka’s shuttle mission at the UN in New York tomorrow (Tuesday).
Kenyans will demand that their government stop wasting further taxpayer money (& start accounting for) wasted funds during this misuguided sojourn that won’t bear fruit.
The Kenyan professionals and students, backed by civil society players, will also petition and lobby UN delegates (starting with those from P5 countries) to reject the deferral request and support the ICC case in the Hague.

Kalonzo Musyoka is leading a wild goose chase in his role as special emissary to the (ICC/UN Security Council) shuttle diplomacy.
Three permanent members of the UN Security Council namely, USA, Britain and France have already said they will not support the quest for deferral in the ICC cases. Meanwhile, proponents are using a moral high ground to justify their quest, so that they can later reject any summons of arrest. If rejected, they will claim they did their best to push their agenda for a local judicial system.
The Ocampo Six will after all, appear before the ICC Pre-Trial Chamber on 7th April.

Vice president Kalonzo Musyoka has come under fierce criticism from first lady Lucy Kibaki over unflattering remarks he made over the first family. According to whistle blower website Wikileaks Kalonzo allegedly
said that Lucy Kibaki did not reside at state house and had only moved there when she heard that night meetings were taking place there. The first lady has also slammed the vice president over his unbecoming remarks on the president health that he relied on medication when carrying out his official functions as head of state.

Kalonzo is being sidelined by PNU. He is just an ass-licker who is NOT going to be Kenya’s president.
VICE President Kalonzo Musyoka is reportedly working on a new alliance and preparing to ditch the PNU Alliance where has been marginalised.
Sources close to the Vice President told the Star that Kalonzo has quietly been reaching out to PNU chairman George Saitoti and Trade minister Chirau Ali Mwakwere among others to form his own alliance to sponsor him in the 2012 presidential race.
Kalonzo is no longer confident that he will be the presidential candidate in the PNU alliance headed by himself, Deputy Prime Minister Uhuru Kenyatta and Eldoret North MP William Ruto. “It is very clear that Uhuru and Ruto don’t want him so he has quietly been reaching out to some PNU leaders who are also unhappy with the Uhuru-Ruto axis,” said an ODM-K MP close to Kalonzo. The growing popularity of Uhuru in recent weeks has seen Kalonzo play a secondary role whenever they share a public podium.
Kalonzo has been holding frequent meetings at his Karen home with friendly MPs friendly who have been advising him on the Kibaki succession strategies he needs to adopt.
The VP has been trailing Uhuru by a few points in the opinion polls but both still are a long way behind Prime Minister Raila Odinga. Kalonzo’s decision to shop for a new alliance comes as more and more MPs within the PNU alliance have been determinedly pushing Uhuru to succeed Kibaki.
A plan by some PNU leaders to have Uhuru, Kalonzo and Internal Security minister Saitoti compete to become the PNU presidential candidate has also worried Kalonzo.
Last weekend Uhuru said there should be presidential primaries to choose a single candidate for the PNU alliance. “If we say let us all join one party, please let us do so that we can compete and we all support whoever wins the presidential ticket,” said Uhuru last Sunday at a prayer service in Nyeri town attended by Kalonzo.
During the function Kalonzo was made to introduce Uhuru yet according to protocol the Deputy Prime Minister should introduce the Vice-President. Rallies attended by both Uhuru and Kalonzo have seen mainly placards and posters in support of Uhuru as the preferred 2012 candidate.
